Director of Human Resources for a Human Resource Collaborative (HR-C,
LLC) for the non-profit organizations of Bethlehem Haven, Center for Victims of
Violence & Crime (CVVC), and Pennsylvania Organization for Women in Early
Recovery (POWER)

In this unique role, the Director of Human Resources is shared by the member
organizations and directs all aspects of human resources at each agency and for
the HR Collaborative as a whole. The Director of Human Resources works
closely with the Executive Directors of the organizations to provide strategic
leadership for all human resources functions to help lead to the successful
achievement of organizational goals and employee satisfaction. As a strategic
business partner, change agent and member of the senior leadership team, the
duties include, but are not limited to the following:

• Provide leadership and support for all human resources functions
including recruiting, on-boarding, performance management, professional
development, EEO, compensation review, employee relations,
management coaching, and termination procedures.

• Routinely monitor HR policies, procedures and processes to determine
efficiency and effectiveness. Recommend improvements and best
practices to achieve and deliver improved results. Act as a resource to
employees for the interpretation of policies and procedures.

• Ensure organizational compliance and oversee administration of
applicable HR related state and federal regulations and statutes.

• Identify, evaluate, improve, and resolve employee morale concerns
through internal activities, events, and other engagement strategies. Help
facilitate and analyze results of employee satisfaction surveys.

• Provide oversight and administration of employee records and HR
information.

• Monitor overall human resource planning that evaluates structure, job
design, job descriptions and staff forecasting.

• Lead internal investigations and complaint procedures, ensuring policy
enforcement and liability avoidance.

• Provide research, review, and analysis for vendors and contractors.
Coordinate work with consultants, insurance brokers and carriers, pension
administrators, training specialists, labor counsel and other outside
sources.

• Provide resources and direction for employee training and professional
development opportunities.

• Responsible for growing and cultivating the Human Resource
Collaborative (HR-C). Serve as an ambassador for the HR-C and each
member agency. Promote the HR-C in the community, often representing
the Collaborative at various community forums and venues.

• Participate in staff and Board meetings as required. Provide support to
the Board HR Committees of each organization.

• Other duties as assigned by the Executive Directors.

Qualifications:
• Bachelors degree required; Masters degree preferred

• PHR or SPHR certification

• Minimum of 6 to 8 years of progressive generalist HR experience,
experience in a non-profit or social services setting is preferred

• Excellent interpersonal, oral, and written communication skills with the
ability to interact and communicate with all levels of the organization
including Board of Directors

• Strong leadership skills and experience influencing others

• Ability to work as and be viewed as a trusted business partner to the
organization

• Ability to work at both strategic and tactical levels, within
managerial/leadership and non-managerial employee groups

• Excellent organization skills with the ability to manage multiple projects in
a fast paced environment

• Must be self directed, proactive, flexible and adaptable with strong
problem solving skills

• Proficient in Microsoft Office

• Pre-employment drug test and Act 33 and 34 clearances required

• Must have access to transportation that will allow work in the various
locations of the HR-C organizations
